Tender Detail : General procurement notice for Execution and Equipment of 200 Boreholes Equipped With Submerged Electric Pumps Powered by Solar Energy In order to operationalize the orientations of the presidential initiative for universal health coverage in Togo, the Togolese Government obtained funding from the World Bank for the project Quality essential health services for universal health coverage (SSEQCU) which aims to provide essential health care and services to women, children, the poor and vulnerable people with a view to achieving universal health coverage. The SSEQCU will be financed by the International Development Association (IDA) to the tune of seventy million (70,000,000) USD; it will be executed over a period of five (5) years and will finance several contracts for Consulting Services, Supplies and Works. The Project is structured around the following five (5) main components: Component 1: Increase in demand and supply of quality health and nutrition services. (32.6 million USD) : This component aims to: (i) improve access to essential health and nutrition services, (ii) increase the affiliation of the poor and vulnerable people to the health insurance, (iii) improving the equitable distribution of health professionals and (iv) increasing the availability of tracer drugs in health facilities in peripheral units. Component 2: Bringing health establishments and services closer to households (USD 30.0 million): It will consist of (i) increasing access of vulnerable populations to health establishments and services and (ii) providing equipment to newly built health establishments. Component 3: Strengthening the national social health insurance system (USD 4.3 million): It aims to: (i) establish and support ANAMS operations and (ii) promote demand for services health insurance. Component 4: Improved stewardship, monitoring and management (3.10 million USD): It will consist of (i) ensuring social and environmental safeguards of the project and (ii) management and coordination of the implementation of the project. This component will particularly finance the operating costs of the Project Coordination Unit (PCU). Component 5: Emergency intervention component (0 million USD): This component will finance the activities to be implemented under the conditions provided for by the World Bank in paragraphs 12 and 13 of its Operational Policy (OP) 10.00 document, relating to projects in urgent need of assistance or with capacity constraints.
