Tenders Are Invited for Fma Services – Modernization of the Multipurpose and Container Terminal at the Port of Luanda
The African Development Bank (AfDB) hereby invites qualified consultancy firms to indicate their interest
in the following assignment:
Financial Model Advisor (FMA) Services for the Modernization of the Multipurpose and Container
Terminal at the Port of Luanda.
The Project will be implemented by a Special Purpose Vehicle (SPV, or the “Borrower”), a consortium of
African and international partners, which has entered into a 20-year concession agreement (extendable by an
additional 10 years) with the Government of Angola to rehabilitate, modernize, and operate the Multipurpose
Terminal at the Port of Luanda.
The AfDB, acting as Mandated Lead Arranger (MLA), will partially finance the project and mobilize
additional debt financing from other lenders. To support the Bank and co-lenders in their financial due
diligence, AfDB intends to appoint an independent Financial Model Advisor (FMA). The appointed firm will
report directly to the AfDB, while owing a duty of care to all participating lenders.
2. Objective of the Assignment
The Financial Model Advisor (FMA) will provide an independent review and assessment of the Project’s
financial model to support lenders’ due diligence throughout appraisal, financial close, and construction
monitoring
