General Procurement Notice For Deployment work on the collection network (“backhauls”) and provision of capacities (in six (6) lots)
The Project has four components, namely:
Component 1: Expanding access to broadband connectivity
This component aims to expand affordable high-speed internet by densifying the backhaul network as well as extending last-mile connectivity to public institutions (education, health and city halls). This component is subdivided into two sub-components namely:
Deployment of the collection network which will support the densification of the fiber optic connection network in order to connect the existing backbones to the access networks which will be deployed within the framework of this sub-component and;
Expanding access to last-mile connectivity: This sub-component aims to extend last-mile broadband connectivity to targeted public institutions, bringing the broadband network even closer to populations and businesses, prioritizing municipalities with the highest climate and socio-economic vulnerabilities.
Component 2: Boosting digital skills and the digital entrepreneurial ecosystem
It will provide Togolese with digital skills to boost their employability and participation in the digital economy, while supporting the entrepreneurship ecosystem to create scalable businesses and jobs. It includes two sub-components which are:
Establishment of a technology hub that will provide incubation and acceleration programs accompanied by mentoring and networking for eligible companies at different stages of growth) as well as digital skills training for individuals, with a focus on youth and women; and
Building a Knowledge Network: This sub-component will support the creation of a national ‘knowledge network’, aimed at engaging diverse population groups in inclusive and collaborative online learning focused on digital and complementary skills.
Component 3: Strengthening the legal, regulatory and institutional framework of the digital economy
This component will finance technical assistance activities for MENTD and other key stakeholders, such as ARCEP, IPDCP, ATD and ANCy, to strengthen the “analog foundations” to support a secure and inclusive digital economy. This component is divided into two sub-components:
Strengthening the enabling regulatory environment for the digital economy: This sub-component aims to address key legal and regulatory gaps (including the integration of gender-responsive inclusion measures and environmental policy approaches, such as green ICT standards) in various critical and priority areas for the development of the digital economy, including data protection and cybersecurity; and
Capacity building of public sector employees in Togo on digital issues: this will involve developing and strengthening the digital skills of public sector executives, particularly those in the justice system, particularly in telecommunications, innovation, digital entrepreneurship, data protection, cybersecurity, as well as the structuring and management of public-private partnerships in the digital field.
Component 4: Project Management
It will provide support for the management and implementation of project activities. Project funding under this component will cover the operating and staff costs of a project implementation unit to be established under the authority of MENTD.
