General Procurement Notice : Rehabilitation and extension of infrastructure (support for the regional center of excellence on dry cereals) in two lots
The West Africa Food System Resilience Program (FSRP) approved by the World Bank Executive Directors on November 18, 2021 is being implemented through a multi-phase programmatic approach. Phases I and II include Burkina Faso, Mali, Niger, Togo, Chad, Ghana, and Sierra Leone as well as the three regional organizations mandated to ensure coordination and build sustainable capacity: the Economic Community of West African States (ECOWAS), the West and Central African Council for Agricultural Research (CORAF), and the AGRHYMET Regional Center (CRA) of the Permanent Interstate Committee for Drought Control in the Sahel (CILSS).
Phase III of the PRSA/FSRP concerns Senegal. It is planned for a period of 6 years and for financing of approximately 230 million US dollars, including 200 million from IDA/World Bank and 30 million from IFAD. The PRSA/FSRP Senegal is implemented by the Ministry of Agriculture, Food Sovereignty and Livestock (MASAE).
The Development Objective of the PRSA/FSRP Program, both at regional and national levels, is to increase preparedness for food insecurity and improve the resilience of food systems in beneficiary countries.
The program has main levers ranging from a focus on the immediate response to the current food insecurity crisis to move towards increased investments in the medium and longer term aimed at strengthening the resilience of the food system and its production base. The program activities are organized around five (05) components: The project includes the following components:
Component 1. Digital advisory services for the prevention and management of agricultural and food crises
SC1.1 Improve food crisis prevention and monitoring systems
SC1.2 Strengthening digital hydrometry services and agricultural advice for farmers
Component 2. Sustainability and adaptability of the productive base of the food system
SC2.1 Consolidating the regional agricultural innovation system
SC2.2 Strengthening regional food security through integrated landscape management
Component 3. Regional integration of food markets and trade
SC3.1 Facilitate trade through major corridors and strengthen the food reserve system
SC3.2 Support the development of strategic and regional value chains.
Component 4. Contingent Emergency Response (CERC)
Component 5. Program management.
