General procurement notice for BCH Support
The overall objective is to support the project to support the modernization of the Congolese Housing Bank (BCH) in the Republic of Congo through the development of technical, financial, economic, climate, environmental, social and gender-sensitive feasibility studies will be conducted before the implementation of the BCH Modernization Support Project. Specifically, the technical assistance (i) improving the quality at entry of the Bank's operations in support of the establishment of a project to support the development strategy and modernization of the Congolese Housing Bank and the establishment of a line of credit of 50 billion FCFA for the benefit of the BCH for the financing of housing and urbanization and; (ii) (ii) the establishment of a policy for the development of sites to be the subject of the construction of social housing.
The project is structured around the following three (03) components:
Component 1 Support for the recovery and revival of the BCH:
• Carrying out a skills assessment of the sales line and support functions as well as setting up a program to develop and strengthen human resources capacities, accompanied by a training plan.
• Establishment of an environmental and social management system (ESMS) for the identification and management of environmental and social risks and impacts, climate change and inclusion and gender (policy and system) in compliance with national and donor requirements.
• Technical support for defining a modernization framework and master plan for the system
BCH information and management.
• Development of the strategic development plan accompanied by an operational plan, an
organizational development plan and a performance contract (PC).
Component 2:Additional support for the reform of the urban planning and housing sector
• Carrying out a diagnostic assessment (inventory) as part of the development of the
sectoral policy for construction, housing and urban development.
Component 3:Project management and coordination.
• Monitoring of the various interventions within the framework of the implementation of the BCH development and
modernization strategy
• Conducting the mid-term evaluation of the project |
